DOWNTOWN MONCTON ENVIRO TEAM
Introduction and Historic Overview
The Downtown Moncton Centre-ville Inc. ENVIRO team was established to address the unique social issues and cleanliness challenges faced by the Downtown Moncton Business Improvement Area (BIA). Since its inception, the team has played a pivotal role in maintaining the downtown’s appeal, supporting Downtown Moncton merchants with cleanliness and waste related requests, and alleviating the operational pressures on City staff and By-Law officers.
In December 2022, during the World Junior Hockey Championship, the ENVIRO team’s efforts highlighted its value through enhanced cleaning services that garnered positive feedback from stakeholders and visitors. A 2nd 6-month pilot project was launched from May 1st, 2023, to October 31st, 2023, and confirmed the benefits of a dedicated cleaning team, which has since evolved into an integral part of DMCI’s operations.

1. Routine Collection and Waste Management

- Routine collection and disposal of waste, recyclables, and debris in designated areas within the BIA, outlined by daily task list. (Daily Task List – Schedule A)
- Daily cleaning of sidewalks and public spaces to ensure unobstructed pedestrian pathways. *This excludes City of Moncton Parks Department maintained parks in BIA:
- Avenir Centre Plaza
- Aberdeen / Sommet Park
- Riverfront Park and Trail
- Lewis St. Park
- Israel Park
- Bore Park
- Victoria Park
- Moncton City Hall Plaza / Gerald Leblanc Park
2. Call Handling and Response

- The ENVIRO Team is responsible for receiving, addressing, and acting on calls from various stakeholders, including Downtown Moncton merchants, frontline agencies, community members, City of Moncton staff, and By-Law officers. This duty involves the following:
- Promptly answering incoming calls and inquiries related to cleanliness, waste management, graffiti removal, or other downtown maintenance concerns and responding promptly to reported issues, all while assessing the urgency of reported issues to prioritize tasks effectively.
- Logging all calls to ensure accurate tracking of requests, including the nature of the issue, location, and any follow-up actions required. Once completed, documenting completed tasks, challenges encountered, and actions taken to ensure transparency and continuous improvement in service delivery.
- The ENVIRO Team is responsible for receiving, addressing, and acting on calls from various stakeholders, including Downtown Moncton merchants, frontline agencies, community members, City of Moncton staff, and By-Law officers. This duty involves the following:
*Call volume varies daily, the ENVIRO team on average receives 2-3 calls per day, on average 15-20 calls per week.
3. Beautification Initiatives

- Removal of graffiti and other defacements on public property.
- Collaboration with partners to help install and maintain public art installations and placemaking projects. (Subject to City of Moncton and DMCI prior approval.)
4. Public / Community Engagement

- Providing assistance and directions to visitors.
- A highly visible cleaning team not only enhances the cleanliness and the perception of cleanliness but also serves as a safety deterrent by promoting an active, monitored presence. Their visibility helps discourage negative behaviours, fostering a safer and more welcoming downtown environment.
5. Monitoring and Reporting

- Regular assessments of the BIA’s cleanliness.
- Reporting maintenance issues to the appropriate City departments.
- Maintaining detailed records of tasks and challenges.

The DMCI ENVIRO team is a cornerstone of efforts to enhance Downtown Moncton’s livability and economic appeal. Its initiatives aim to uphold service excellence, address emerging challenges, and ensure financial sustainability.
