Downtown Moncton Centre-ville Inc. (DMCI) promotes leisure and cultural activities in the heart of the city.

DMCI works hand in hand with its cultural partners to create and define the downtown experience.

The objectives are as follows:

  1. Promote cultural and leisure assets in the downtown
  2. Support events and festivals in the BIA that promote and benefit downtown businesses and stakeholders
  3. Advocate and support the creation of public art in the downtown

Downtown Moncton Centre-ville Inc. (DMCI) is an independent, non-profit organization funded by the commercial building and property owners located in the Business Improvement Area (BIA).

DMCI’s Board of Directors has adopted three pillars within its Strategic Plan – CURATOR, PROMOTER, and ADMINISTRATOR, which align with this organization’s vision and mission. These pillars are fundamental to everything that DMCI is currently undertaking and will be undertaking between 2020 and 2023. They are the focus of our efforts and the principles by which this organization has established objectives, measures, and initiatives that are sure to satisfy our financial partners and customers.

1) CURATOR

To be the caretaker and steward of the downtown by playing a proactive advocacy role.

Objectives:

  • Maintain a clean Downtown.
  • Play a proactive role to make our downtown safe for everyone.
  • Maintain the esthetics of the downtown.
  • Advocate for the development of the waterfront.
  • Advocate for the importance of investing in the downtown.
  • Lobby for easy access to and from the downtown and within the downtown.

2) PROMOTER

To be an efficient marketer of programs, attractions, members and investment opportunities in the downtown.

Objectives:

  • Promote downtown as a destination.
  • Promote the availability of accessible, affordable and conveniently located downtown parking.

3) ADMINISTRATOR

To be an efficient organization that maximizes the return on investment for all downtown stakeholders.

Objectives:

  • Maintain Essential Data Collection.
  • Meet DMCI’s commitment towards the Downtown Centre.
  • Make DMCI and efficient organization through its day-to-day operations.

A Business Improvement Area (BIA) is a geographically defined urban area containing primarily non-residential properties.

The BIA concept allows businesses and property owners to work cooperatively to manage downtown as a resource and business destination. Promotional campaigns, beautification, government lobbying, cooperative advertising, clean and safe programs, and parking and transportation issues are some of the areas of concern that a BIA organization may deal with.

How is the Business Improvement Area managed and funded?

A corporate body (Downtown Moncton Centre-ville Inc. – DMCI) is established to manage the affairs of the Business Improvement Area (BIA). The Board of Directors of DMCI is elected at its Annual General Meeting (AGM). All property owners and tenants operating within the BIA – subject to pay a levy – are eligible to vote at the AGM. They can make nominations to the Board and serve as a Board member. A budget is presented to the membership outlining the funds required to implement an annual work plan. Upon approval, the budget is brought to the City of Moncton for approval, and the City then requests the Province of New Brunswick to add the levy rate to the taxes of the non-residential properties within the BIA. The Province transfers to DMCI all funds collected in the current year that the tax bill is issued. Any outstanding BIA levies or penalties as of December 31st are transferred to DMCI, and it is then DMCI’s responsibility to collect these arrears.
